Engineer Trainee (Gas Pipeline Safety) OR Assistant Engineer (Gas Pipeline Safety)

Duties Description:
The Assistant Engineer (Gas Pipeline Safety), Grade 20, will work in the Pipeline Safety Section of the Office of Electric, Gas, and Water (OEGW), and perform engineering duties that include, but are not limited to:
o Providing guidance on safety compliance audits and inspections and determining the necessary corrective actions for operators that are not in compliance with State and Federal regulations pertaining to pipelines. o Performing facility design review, including review of design plans of construction projects, performing construction inspections, and documenting field activities and preparing inspection reports. o Performing investigations of incidents involving natural gas and hazardous liquids pipelines, especially those that involve injury to people or significant property damage and preparing reports and memoranda to the Public Service Commission. o Performing design review of the facilities involved in an incident, designing any necessary testing, and performing failure analysis to determine the cause of the incident. o Reviewing and analyzing any waiver petitions filed by pipeline operators related to federal and State pipeline safety regulations. o Reviewing and analyzing applications received under the Public Service Law's Article VII dealing with siting of major natural gas transmission facilities for compliance with the gas safety regulations dealing with construction, operations, and maintenance of such facilities.

Salary Range:
From $61270 to $86140 Annually
Minimum Qualification
Current New York State Employees Current New York State employee with one year or more of permanent, competitive service or 55-b/c service as an Assistant Engineer, Grade 20, OR current New York State employee with one year or more of permanent, competitive service or 55-b/c service in a qualifying title and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law. All transfer candidates must possess proof of successful completion of the requisite training program through the United States Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA). Applicants must have a qualifying degree , OR proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and at least one year of full-time experience performing engineering duties in hazardous liquid, petroleum, steam, or natural gas pipeline safety or enforcement. Assistant Engineer (Gas Pipeline Safety), Grade 20:
Applicants must have proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE), as well as having a qualifying degree and/or full-time experience performing engineering duties in hazardous liquid, petroleum, steam, or natural gas pipeline safety or enforcement. Upon successful completion of at least one year of the traineeship and passing the FE exam, trainees may be advanced to the Assistant Engineer (Gas Pipeline Safety), Grade 20. Trainees who do not obtain their FE by the end of the two-year traineeship will be removed from the Trainee position. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
