Sanitarian Trainee, or Public Health Sanitarian - 46472
The Public Health Sanitarian will conduct oversight of State and Federal health care facilities, including:
Acute Care Hospitals and Diagnostic & Treatment Centers. Provider oversight is conducted via periodic licensing/certification surveys and complaint investigations, as well as review of Certificate of Need (CON) applications for new services or changes to services. The Public Health Sanitarian is responsible for participating in the survey, complaint investigation and CON review process by applying knowledge and expertise of various fire, sanitation, and safety codes. A primary focus of the Public Health Sanitarian is application of Life Safety Code and other related National Fire Protection Association (NFPA) fire safety codes. Surveillance of the providers is accomplished through direct observation, interviews and record review. The focus of this surveillance is on the systems which assure quality care delivery and patient safety. Respond to public health emergencies as directed.

Minimum Qualification
Permanent Transfer Candidates:
Current DOH employee with permanent or contingent-permanent competitive status as a Public Health Sanitarian, Grade 14, OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title Grade 11 or higher, and eligible for transfer under Section 70.1 of the Civil Service Law. Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications):
For Sanitarian Trainee, NS:
Either A. a bachelor's degree, including 30 credits in the natural and applied sciences; of which at least 18 credits are in the natural sciences (defined below); Or B. an associate's degree in the natural sciences AND 4 years of experience in environmental health protection (defined below). For Public Health Sanitarian, G-14:
Either A. a bachelor's degree in the natural sciences (defined below); Or B. a bachelor's degree, including 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND one year of experience in environmental health protection (defined below); Or C. an associate's degree in the natural sciences AND 5 years experience in environmental health protection (defined below). Natural sciences that are considered appropriate are biology, chemistry, physics, and earth sciences (geology and hydrology). Applied sciences include science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control, and food science. Experience in environmental health protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities. Substitution:

Surveillance experience, knowledge of State and Federal regulations applicable to Hospitals and Diagnostic and Treatment Centers and familiarity with New York State facility licensure and surveillance activities and the New York State Certificate of Need (CON) process. Strong written, oral, problem solving and interpersonal communication skills. Additionally the ideal candidate must have strong interpersonal skills and the ability to communicate effectively with all internal and external stakeholders. The ideal candidate must have excellent writing and editing skills.Estimated Salary: $20 to $28 per hour based on qualifications.
